Creates a permanently open highlighted article section for important information. It uses the established bordered-box appearance but contains no collapsible classes, controls, states, or JavaScript behaviour.

== Parameters ==
* <code>toc</code> - exact text for the hidden table-of-contents heading.
* <code>toc level</code> - optional; defaults to <code>2</code>. Set to <code>3</code> when the box belongs beneath a level-two section.
* <code>title</code> - visible title displayed inside the box.
* <code>content</code> - the section's flexible wikitext content.
* <code>id</code> - optional exact ID for the outer box.
